Zambia's IMF Extended Credit Facility: Fiscal Consolidation, Social Spending Trade-offs, and the Path to Debt Sustainability
This paper examines the structural conditions of Zambia's IMF ECF programme, analysing the tension between fiscal consolidation requirements and the protection of social spending floors. Using decomposition analysis of revenue and expenditure trajectories from 2019–2024, we assess the distributional implications of the adjustment path and propose an alternative sequencing that preserves human development outcomes while meeting debt sustainability benchmarks.
